美国加州大学旧金山医学院教授米歇尔· 法兰兹布劳医学博士来信告慰：
于本届哥本哈根召开的世界医师协会大会上，法兰兹布劳医生向世界医师协会提交的，要求日本医师协会谴责日军731部队的决议案，获得8票赞成。虽然25票反对，但是一个很大的进步，例年每次只有他自己投的1票赞成。
法兰兹布劳教授阅读了美国历史学者哈里斯教授的日本细菌战专著《死亡工厂》之后，自1996年以来，逐年不断地向世界医师协会大会提交以上决议案，虽然每次遭到否决，因为只有他自己的一票赞成。
米歇尔法兰兹布劳教授曾于2002年3月，随同哈里斯教授、美国的细菌战研究者法曼斯基医学博士到中国浙江省进行细菌战受害调查。他们的调查资料已经进入美国国家机构的数据库,其中包括美国皮肤病研究所www.aad.org。

亲爱的彼特:
我刚从哥本哈根回来, 在那里，我提出了了我的决议案，要求出席会议的日本医师协会，谴责中日战争期间l932-1945年日军731部队的野蛮行为。这个决议，由于出席世界医学会的德国和日本代表团的活动，被否决了11次。

Dear Peter.
I have just returned from Copenhagen , where I introduced my Resolution asking the present Japan Medical Association to repudiate the barbarous actions of the physicians in Unit 731 of the Imperial Japanese Army during the Sino-Japanese War l932-45. The resolution was defeated for the 11th time by the actions of the German and japanese delegations to the World Medical Association.
I did receive 8 votes in favor of my resolution to 25 against. This is PROGRESS I received 7 more votes for my resolution than ever before. If I live to be 100 (unlikely) I might see the resolution succeed.
I would ask you to forward my message to members of the RNRC and the Global Alliance if you can. I do not have the e-mail addresses necessary to accomplish the task and do not know how to blast one email to 100 people.

1. WHEREAS, the crimes of Japanese physicians in the Japanese Imperial Army, from the period of 1932 to 1945, are well documented, and
2. WHEREAS, there is no record of the Japan Medical Association ever officially repudiating the barbarous and horrific actions of the physicians in this unit, and
3. WHEREAS, the basis for the creation of the World Medical Association was the documentation of the behavior. of physicians and of the bestial activity of physicians in Nazi Germany during the period 1933 to 1945, and
4. WHEREAS, the World Medical Association’s existence is predicated on raising the standards of ethical behavior. of physicians throughout the world so that the events previously described will never happen again, be it
5. RESOLVED, that the World Medical Association ask the Japan Medical Association to officially repudiate Unit 731 of the Imperial Japanese Army during the period 1932 to 1945 and, be it further
6. RESOLVED, that the Japan Medical Association request the Japanese government to explain why physicians employed by Unit 731 have never been prosecuted for murder and crimes against humanity.
